Homeless man given Asbo after repeated drunk and disorderly behaviour

Gary Whale A HOMELESS man from Chelmsford has been made the subject of a two year anti-social behaviour order (Asbo) after being repeatedly convicted of being drunk and disorderly in the city.

Gary Whale, aged 39, appeared at Chelmsford Magistrates Court on Thursday, 14 June, where the Asbo was granted.

It was ordered that Whale is prohibited from:

1. Using threatening, insulting or abusive words or behaviour, racial or otherwise towards any person or persons not of the same household as himself within Chelmsford, Essex.

2. Using threatening, intimidating, insulting or abusive words or behaviour towards any police officer, PCSO or any person employed by Essex Police.

3. Being drunk in a public place within Chelmsford, Essex.

4. Entering Moulsham Street between the junction with Parkway and the junction with Braemar Rd (as marked in YELLOW on map)

5 Having an open vessel of alcohol in a public place other than a public house or a licensed restaurant within Chelmsford, Essex.

The Asbo was granted for two years.
